Can someone ever be a good president?

No matter what the president of a certain country does he/she will always have people who'll say their tactics suck and for that deem him/her as a bad president my question is can you ever do enough for your country to be called a good president? for example i have heard opinions from my parents that in certain time the country was being led by a very good president and then i read old articles from those times and it doesn't seem that the country was in good hands. is it possible to be a president and help everyone? a good example is Hugo Chavez the current venezuelan president he helps poor people for that he has their support but the rest of the people seem to not back him up. what do you think? and what presidents you think are or were good during their reign? and why? thanks!
